He was born in Burkley, Kentucky to William Marion Biggs and Mary Isabelle Brock Biggs. He was married on March 17, 1971 in Salem to Sharon Ann Pinner, who survives at the home. Other survivors include three daughters, Rosemary Prenger, Wardsville; Sharon M. Biggs, Jefferson City; and Terry Becker, Troy; two sons, James I. Biggs, Versailles; and Mark Biggs, Jefferson City; twelve granchildren; fourteen great-grandchildren; and four sisters, Laura Sturm, Estella Gray, Edna Ramsey, and Shirley Kinder, all of Scott City. He was preceded in death by a son, Jeffrey Carl Biggs. He owned Biggs Petroleum Maintenance Company until his retirement in 1992. He was a member of the Missouri Petroleum Marketers Association. He was a U.S. Army veteran. He attended Scott City Public Schools.
