Judith Elaine Kempker, 54, of Jefferson City, passed away on Saturday, April 17, 2021, at Capital Region Medical Center, surrounded by her family.

She was born February 10, 1967, to William F. and Frances M. (Cameron) Riley.

A 1985 graduate of Helias High School, Judy received a Bachelor of Science Degree in Business Administration from Lincoln University and a Master’s Degree in Human Resources from William Woods University.

She was married on June 16, 1990 at St. Peter Catholic Church in Jefferson City to Wayne Herman Kempker who survives at the home.

Judy was the Director of Administration for the Missouri State House of Representatives.

She was a member of St. Stanislaus Catholic Church.

Judy was a lover of the beach, sitting by the family lake, and shopping. She was known to be the life of the party and a prankster in her family and at work.

Survivors include her husband, Wayne; four children, Christina Kempker, Michael Kempker, John Kempker, and Sarah Kempker, all of Jefferson City; her father, William Riley, Prairie Village, Kansas; sisters, Anne (Don) Jamerson, Lawson, Missouri; Trish (Manning) Williams, Kansas City, Missouri; Barb (Clay) Still, Overland Park, Kansas; Mary (Tyler) Butts, Olathe, Kansas; a brother, Billy (Elyse Cody) Riley, Kansas City, Missouri; and many nieces and nephews.

Judy was preceded in death by her mother, Frances Riley.

Visitation will be Thursday, April 22, 2021, from 4-8:00 p.m. at Dulle-Trimble Funeral Home, with a prayer service at 3:30 p.m. The family asks that people wear bright, festive Hawaiian colors to the visitation in honor of Judy’s love for the beach.

A Memorial Mass will be celebrated at 10:00 a.m. Friday at St. Stanislaus Catholic Church, with Father I.C. Medina officiating.

Burial will be in St. Stanislaus Catholic Cemetery.

The general public is welcome to attend while following social distancing guidelines. Facial coverings are suggested while in attendance.

Memorials are suggested to the Judy Kempker Medical Expenses Fund.

Dulle-Trimble Funeral Home is in charge of the arrangements.

  1. Judy always made people laugh and her laughter was contagious. She never met a stranger and her heart was as big as the beach and ocean she loved. We will miss you.

  2. I’ve been reminiscing about our many fun times and laughs we shared when we worked together at OA personnel. I can’t pick just one fun memory but the first one that popped in my mind was when we all dressed up as the Wizard of Oz for the Computers Plus Halloween party. The Kentucky Headhunters were the entertainment. In true Judy fashion, she talked our way onto their tour bus after the concert and we all sat down with the members of the band. Judy began the conversation with, “So where are you guys from?” Theyall laughed and looked at each other and replied “…Kentucky”. She was always a bright light in the room and kept us in stitches. She was an amazing person who will be missed and remembered with love and smiles by so many. ߒ•

  5. Judy began as a Trainer when I was working in the Training and Development Unit at OA. Much to Terry’s dismay we were pretty out of control! One of my favorite Judy memories involves my skirt being tucked in the back of my pantyhose as I was training. Sitting at the front right hand table, Judy quietly passed me a folded note. When opened it said DRESS IN HOSE!!!!.

  9. I worked with Judy and staff at OA when I was with the PSC. I got to know her a bit better as a retired fellow Human Resources Officer, and she worked with Carol at the Legislature. Judy was a lovely lady–inside and out! She will be sorely missed.

I learned so much from her, professionally and personally. I have sweet memories of the time on staff at the Capitol. She loved a good practical joke…I loved her infectious laugh. I will miss her a lot.

  20. I would like to extend my sincere condolences to Judy Kempker’s family. May she rest in peace. She worked for the state agency, OA – Division of Personnel, after I had worked there. Fortunately, we just happened to meet later on when both of us were at a national trainer’s conference. As we visited there, I was impressed with Judy’s bright personality and energy. It was fun “sharing notes” and talking about our work in staff training and development. She was a joy to be around; so involved in our conversation, with a great sense of humor. I am sure she will be missed by many.

As a fellow ‘85 Helias classmate, we shared good conversation at our Senior Retreat, a chance meeting in a Columbia restaurant many years ago, and one of the first people who greeted me warmly as the new Missouri Capitol Police Chief last year.
